When defence equipment is procured abroad, armasuisse investigates possibilities for direct or indirect participation of Swiss industry. This is done on condition that the industrial participation is justified from a security and armament point of view, and that the Swiss industry is competitive. Industrial participations are realized according to the Principles of the Federal Council regarding the Armament Policy dated 29 November 2002 and applicable Offset Policy 2010 ( see Principles of the Federal Council). The implementation is the responsibility of armasuisse, in cooperation with an Offset Office and the involved industry.
Direct offsets
In case of direct offset the Swiss industry directly participates in the production of the defence equipment to be procured. This includes subcontractor relationships (supply industry), the manufacture of assemblies and components, industrial production, assembly shares, or manufacture under license.
Indirect offsets
Indirect offsets come into play where direct participation is not possible or does not make sense, or as as supplement to direct offsets. In addition to technologies relevant to security and armament issues, this category also includes civilian industrial indirect offsets. The foreign manufacturer of a defence product proposed for procurement is placed under the obligation to place orders from his sphere of influence or to provide it with access to such orders. Annually industrial participation programs result in orders placed with Swiss industry worth several hundred million CHF; the total volume of ongoing offset contracts is about CHF 3 billion.
